[Bug 18159] Approach has extra caption buttons and Control box

Additional information:

1) no symptom change under 1.1.20

2) The "x" in the captions button (either set) does not work (you have to use
"File", "Close") and both buttons are grayed out.  (It definitely works in XP.)
