It's not clear to me from the information I obtained where the problem actually lies. Considering this works for me with other Mesa drivers, and that softpipe is broken as well for you, I'm going to blame this on the Intel DDX driver for the moment. You should probably file a bug at freedesktop.org bugzilla and ask the Intel people to take a look.
