[Bug 58750] SierraChart chart windows fail to render with OpenGL enabled

Setting the UseEGL to N in the registry allowed Sierra Chart to continue using
OpenGL for charting. This worked up until Wine 11.3. With Wine 11.3, chart
windows are blank again with OpenGL enabled, even with UseEGL set to N.
