One of the tricks is that basic system fonts in addition to the special CJK fonts must be re-linked, because CJK programs and others will simply specify "MS Shell Dlg" as their font rather than "MS UI Gothic" or something similar. This means that unless MS Shell Dlg is pointing to a Japanese-capable font, you still won't fix the bug. WineLocale uses sweeping patches to all Windows core fonts to get around the problem and ensure functionality, even if it comes at the cost of some out-of-locale text bearing the wrong style. This is why AppLocale exists in the first place. Even today most CJK apps are not unicode based, so the codepage has to be altered. Windows seems to have some system by which it translates the content at display time into Unicode, at which point it goes through a "fallback" system. This means if Tahoma lacks Chinese, it falls back to a font that has Chinese and pulls it in.
