[Bug 1631] Sound underruns occur in directsound

I dont think that closing this bug is fair after EVERY bug with "sound lagging"
got closed and marked as a dupe of it - that made this a "sound lagging" bug,
not a "Sound underruns occur in directsound" :(.
Anyway im opening new bug for SetCooperativeLevel
