Installation appears to complete, but process does not terminate correctly in terminal and errors ensue. Well, this is no real fix but try installing the windows version of mono. See: http://www.mono-project.com/Main_Page
I've installed mono19 from winetricks; tried both before and after installation of the Witcher. I did not however experience this issue with wine 1.1.21.
