Still happens with wine-0.9.15.  I'm on Dapper Drake test 4,
and I think freetype was found ok by wine's configure script
(see my dapper.sh in 
http://wiki.winehq.org/Recommended_Packages for how I configured my system).

The workaround, to be explicit, is to do
   wget http://easynews.dl.sourceforge.net/sourceforge/corefonts/arial32.exe
   wine arial32.exe
before running Picasa.
