This bug has been present in Wine 3.21, as well as Wine-staging 3.18 and up. According to the log, the window actually restores correctly to its intended size (1286×750) before being immediately resized to 46×70. Window position seems to be preserved correctly. Initially the window would be very small after minimizing; then after a few Wine version updates, the window would be right but the mouse would act weird after minimizing.
