All fonts I have tried show inconsistencies, the best font appears to be Cardo. In the attached image, the top 2 lines of text shows the font rendering in Wine. The bottom 2 lines of text are the same text rendered in Windows 7. I have circled some of the incorrect rendering in Red. Bottom right shows how Debian 13 Emacs renders the Hebrew text.
