The network is fine: the installer asks Razer's server for products with osver=8 and gets an empty list, which it shows as a connection error. With osver=10 the server returns the full catalog. The 8 comes from RuntimeInformation.OSDescription. In a Windows 10 prefix wine-mono returns "Microsoft Windows NT 6.2.9200.0", native .NET 4.8 returns "Microsoft Windows 10.0.19045". With winetricks dotnet48 the installer sends osver=10 and gets past this screen. So it looks like a wine-mono issue.
