If "WINE Configuration.desktop" icon was created during WINE installation, it
would make it easier for users to adjust WINE settings.

I know at some point we had packages providing shortcuts. I don't know how
helpful it was, but main issue with those shortcuts is that prefix is most of
the time will be set incorrectly - for preinstalled shortcuts it could only be
default, for shortcuts created with winemenubuilder it's unspecified, so again
default.
