This is useful, because no one would moderate them. The condition that controls this in it's current form was introduced by commit: 1868edfb61cda174f9c3a364ab1071d8ebf6a081 CommitDate: Tue May 30 14:30:12 2017 -0500 However, the conditional logic seems to have existed prior stretching back to the beginning of commits.
