[Bug 6086] Master of Orion 2 hangs as soon as mouse is moved

Just tested with wine-1.1.6, the bug is still present. The following screens
will cause the game to halt.

>From the Main Menu:
- load game
- hall of fame
- new game

>From a continued game:
- tax screen
- command points
- scrap freighters menu
- context help in research screen
- planets menu
and many more...
