[Bug 9195] Photoshop 7's ImageReady tooltips only draw first letter or so

This is caused by ImageReady calling ExtSelectClipRgn in the handler of
WM_CTLCOLORSTATIC. I will check tomorrow if it's the static control that should
reset the clipping region or we are missing something in GDI that is causing
the clipping to stay.
