[Bug 9200] Dogfights crashes on launch due to Unimplimented DLL function WinHttpOpen

the 2nd patch gets past the WinHttpOpen portion, then it stops with 
err:wininet:NETCON_secure_connect couldn't verify the security of the connection, 18

and a dialog appears that says 
"failed to load the launcher dll:
module not found"
