Have you tried to set lighting and graphic resolution to max ?
This "solved" the problem for me, though still a bug :)

yes and no it doesnt work though it tends to go on and off but its mostly off.
if it makes any difference i do most of my testing at the nek docks

At the moment the bug seems fixed, at least for me since around wine 1.0

Box:
Gentoo64 AMD X2(a)3 GHZ
4 GB RAM
Nvidia 8800GT using 173.14.09 

Wine:
RenderMode: fbo

EQ2:
Everything maxed, complex shader turned on, maximum textures
only shadows turned off.
