This bug is suboptimal, and the reporter should have known better had they fully read and internalized the bug reporting guidelines, but it's still far from "noise". Confirming; I manually downloaded the winehq-devel 11.13 package, and the sha256 of the downloaded file is 6bbfd97ebb803934969358cc32669955c9d5665ab23759ab9a8128fe769668c5, which does not match the pkgid (2e97c46347915aef3afaeba3f0d4990aa6d1d2208d0abf76555c9d76d54444cd) in the filelists.xml file. This is squarely INVALID/WONTFIX.
I've already confirmed this bug and Alexandre refreshed the cache to fix it. I suggest in the future you actually read the entire bug report before posting obvious nonsense.
