photoshop menu is overlapped by canvas

wayland mode: Photoshop menu is overlapped by canvas (wrong z-order).

Reproduced in all wine versions.

And when the focus switches to other apps, the menu appears in foreground (see
in video)

EffectsEd3 bug demonstration video

I think this same bug is happening in EffectsEd3 (from the Call of Duty: World
at War mod tools). The video was recorded with Wine 11.14, winewayland and DXVK
3.0.2
