Requested in the Debian bug tracker:

Dear Debian Wine Party,

It would be great if wineconsole would be smarter and automatically switch
to the curses backend when DISPLAY is not set.

That's precisely what it does. If that doesn't work for you, you'll need to
investigate why.

Yeah, DISPLAY wasn't properly being unset for me. I'll follow up with the
Debian report separately.
