gpWTInfoA(WTI_DDCTXS,...) call no longer returns a valid context.

No tablet input for PaintTool SAI and Wintab supporting apps.

Steps to reproduce:
https://github.com/Wacom-Developer/wacom-device-kit-windows/tree/master
run the ScribbleDemo with '/ctx digitizer' command line argument.

Still broken with version 11.20.

Even when a valid context is returned, no wintab messages are produced for
tablet events through WT_PACKET, WT_PROXIMITY, etc.
