Picasa open with menu in Portuguese

I known it is weird but you have to wait a few minutes before the Open with
menu turns into enabled. Maybe Picasa is doing defunct network stuff and only
after that it will scan for other compatible programs in the registry.

The picture attached is in Portuguese by hopefully it is clear to show that in
Windows XP the default Windows viewer program is there (first) and MS Paint
(second) as well.
