Only a very small portion of the commit is responsible for the problem (and is unrelated to the rest of the code). It appears that the buffer position is not being initialized when the buffer is created. So, if someone more knowledgeable wrt. Hmm, I don't possess C&C 3 and I don't have PulseAudio installed, so I'm not able to gain first-hand confirmation of the fix. I noticed that the commit was in Git, so I figured it had been fixed, but that may not be the case judging from what you're saying.
