I found this bug while looking at Bug #51100 where I got the following test
program from:

#include <windows.h>
#include <stdio.h>

int wmain(void)
{
    WCHAR buf[MAX_PATH];
    DWORD count;

    while (1)
    {
        ReadConsoleW(GetStdHandle(STD_INPUT_HANDLE), buf,
sizeof(buf)/sizeof(*buf), &count, NULL);

        if (!wcscmp(buf, L"quit\r\n"))
            break;
    }

    return 0;
}

Running this in wineconsole, I could freely type anything but when I
interrupted the program with ctrl+c, I noticed the behaviour shown in the
video.
