[Bug 7695] UltraVNC in 0.9. 32 should not show fullscreen title bar when windowed

Even the minimize problem seems to be fixed at least with UltraVNC 1.04 RC16
but the full screen bar is still shown everytime except in full screen mode
(quite funny) and it is always on top so if an UltraVNC session is running you
can't read the title of other running apps.
