Procgov https://github.com/lowleveldesign/process-governor tries to call this
function, the call succeeds on windows but not on wine.

SetInformationJobObject called here

In result, procgov fails to start the process it is supposed to start.

It also fails if I try to freeze an already running process.

Steps to reproduce:

download procgov

wine cmd
(in wine cmd)
procgoc -- cmd
