And found this patch [1] in TortoiseSVN, which seems to check for the version of user32.dll being above "6.3.14392.0". Unfortunately Wine's user32.dll is currently set to version "5,1,2600,2180". Maybe it would be already enough to adjust it. The TortoiseSVN patch mentions as justification for this version the availablitly of SetThreadDpiAwarenessContext.
