My question right now is really why some of these flags are used in wine
itself? What do the respective developers expect from this usage? Should this
be brought up on the developer mailing list with the goal to have all use of
these flags eliminated?

Clearly from the MSDN documentation these flags are remnants from an era that
ended 15 years ago.
