After experiencing bug 33014 and pressing the Cancel button during the update process (generally during the update unpackaging phase), or by running steam.exe.old which is generated in the Steam folder upon failure to update, the Steam login window will display without any of the content drawn. Tabbing through will result in some functionality. (I was able to bring up the PS3 account registration screen.)
