If wineserver is already running, the virtual desktop window will be the correct size. However, this issue is not present for virtual desktops configured in winecfg and also simply ticking the option "Emulate a virtual desktop", pressing "Apply", unticking "Emulate a virtual desktop" and then pressing "Apply" again seems to fix the issue completely, now virtual desktops started from explorer work correctly independently of whether wineserver is running or not. Seems to be introduced in 10.5 and is still present in 11.7 (both on staging and vanilla).
