vkd3d-shader/spirv: Ignore VKD3DSGF_BIND_FOR_DURATION in spirv_compiler_emit_global_flags().
The documentation for this flag ("Directs the compiler to ensure all
resources are bound.") isn't terribly enlightening, but the gist of it
seems to be that it allows downstream compilers to assume resource
accesses are safe even when descriptor indexing is potentially involved.
I'm not immediately aware of a SPIR-V equivalent, but we should be able
to safely ignore this flag.
