tests/hlsl: Avoid using "uint4" uniforms to set a single u32 cbv value.
And since we're touching this, introduce i16/u16 literals to make this
slightly more readable.

tests/hlsl: Add a missing variable declaration in sampler-offset.shader_test.
The shader in question is supposed to fail to compile, but not because
of the missing declaration.
