  build: Use a more elaborate check for _strtod_l()/_strtof_l()/strtof_l().
  
  Mainly to deal with _strtof_l() on MinGW. Elizabeth reports that the
  existing version check is insufficient for her. The issue is actually
  with the CRT used, not the compiler, and those are somewhat independent.
