[PATCH 6/6] wsdapi: Store discovered namespaces and write xmlns attributes for them.

The appropriate xmlns attributes are required to produce messages 
identical to the Windows implementation of this function. While not 
strictly required by the SOAP spec, they help to reduce verbosity in the 
generated message.
