SystemTimeToTzSpecificLocalTime()

Hello,

what has happend with my patch for SystemTimeToTzSpecificLocalTime() and 
TzSpecificLocalTimeToSystemTime()?
It has not been commited yet, and I didn't see any comments on it.
Are there any problems with it?
