kernel32.VerSetConditionMask present

VerSetConditionMask function is introduced in kernel32 science Windows 2000.
Some broken applications check VerSetConditionMask present via GetProcAddress 
for check version of running Windows.
What is the preferable method to disable export VerSetConditionMask from 
kernel32 when we have win98 version?
