[AppDB] - Application votes cleared

I cleared out the votes on the appdb tonight after fixing a few bugs with the 
voting system.  The next step is to put into place a system that will expire 
votes that are older than some value, perhaps a year or two.  I'll try to get 
that into place in the next week or two.
