GSOC-2015 Tools - Implement resource editor and / or dialog editor

Hi Marcus Meissner and André Hentschel,

I'm rukshan chathuranga from university of moratuwa, Sri Lanka. I'm hope to
apply to GSOC 2015 with Wine project. For that i hope to work with "Tools -
Implement resource editor and / or dialog editor" project. Because i have
C/C++/QT/QML programming experience.

Also i am seeking more information and requirement about this topic. Can
you help me to understand the scope well?
