Wiki Account Creation Disabled

I've disabled account creation on the wiki. We already only allow 
trusted accounts to edit the wiki. I'm tired of the bots just adding 
accounts for no reason.

 From now on, if someone wants an account for editing, they can contact 
me, and I'll get them setup, as I've already been doing edit privs anyway.
