Testnet Downtime

We are performing upgrades to our infrastructure today. TestNet and the 
Test Bots will be going offline during this upgrade.

The IP addresses and DNS will change as well after the upgrades are 
complete.

False alarm. I was mistaken about which line Testnet uses. It is not 
affected by the upgrades we are performing.

I will note, we do have a plan to migrate testnet over to this new line 
eventually. So you will hear from me again. ;)
