I don't see the point in this. The actual functionality is implemented 
in secur32, so it makes sense for the tests to also be there.

Not for long...

I need the ntsecpkg.h patch applied before moving the functionality or
it won't compile. The tests are independent of the ntsecpkg.h patch so
I've sent that earlier.
