I am marking this bug ("smackw32.DLL" failed to initialize) as resolved as of
Wine-devel 10.14

I am moving the rest of the new issues described since Comment 10
(https://bugs.winehq.org/show_bug.cgi?id=58156#c10) to a new bug# 58729
