[Bug 58880] Winecfg in wine 10.17 can not create controls(buttons,links ...) in some configurations

Newly created wineprefix has missing files:
windows/winsxs/manifests/amd64_microsoft.windows.common-controls_6595b64144ccf1df_6.0.2600.2982_none_deadbeef.manifest
windows/winsxs/manifests/x86_microsoft.windows.common-controls_6595b64144ccf1df_6.0.2600.2982_none_deadbeef.manifest
windows/winsxs/amd64_microsoft.windows.common-controls_6595b64144ccf1df_6.0.2600.2982_none_deadbeef/comctl32.dll
windows/winsxs/x86_microsoft.windows.common-controls_6595b64144ccf1df_6.0.2600.2982_none_deadbeef/comctl32.dll

After manually copying these files wineprefix becomes working. Wine10.16 and
wine10.17wow64 create these files.
