I don't know about the legalities, but I would tend to agree.
As for interest, I was just getting ready to look into doing
something like this myself, and would be happy for someone
else to create them (less work for me).
As long as they look good, and *clearly* convey the proper
thought, I would be happy with them.
Of course, some people in Windows use themes with icons
that in no way convey the proper meaning, so maybe my last
point is moot ;-) (But seriously, the ones in shell should).
