In Windows 10, d3dcompiler_47 is default d3dcompiler version. So, defining version 47 by default will include MinPrecision member in D3D11_SIGNATURE_PARAMETER_DESC structure and also defines correct IID_ID3D11ShaderReflection GUID value.
