I do not see any reason why you could not look at the sources, since most of the DLL code in ReactOS is taken from Wine [1] under same licence.

But I am not a Wine dev, so I may be wrong.

Is it allowed to look at the ReactOS source for function definitions, for
example?
If so, in what ways is it allowed to use/look at the ReactOS source?
I tried to find an answer on the wiki, but didn't find one.
