According to my test this bug is fixed in wine-staging:

https://github.com/wine-compholio/wine-staging/tree/master/patches/ntdll-WRITECOPY

To enable the WRITECOPY  feature,  one should set environment variable
STAGING_WRITECOPY=1  before start.
