2/2 winex11: add X11DRV_XRender_SetDeviceClipping

Hi,

Synchronize the clipping region of the Picture when the clipping
region changes. Only do it when xrender is used for this physdev.
Further when creating the Picture, the correct clipping region is set
as well.
