On Windows, the results for the first clip-cull-distance-2.shader_test test on SM6, and the values for the second test (which only compiles on DXC) are inconsistent across different drivers: WARP, AMD, and NVIDIA, differ against each other and what we might expect when extrapolating SM4 behaviour. However, I still think that we should test these results to make sure our implementation of clip/cull distance array normalization works as we expect. The "winbug" qualifier is introduced for tests that should be skipped on Windows runners.
