I'm on Dapper Drake test 4, and I think freetype was found ok by wine's configure script (see my dapper.sh in http://wiki.winehq.org/Recommended_Packages for how I configured my system). I was however able to install it in an existing .wine, where i had some other programs installed, so it probably just needs some registry keys set.
