According to <http://consumerdocs.installshield.com/selfservice/viewContent.do?externalId…> this is because the paths mentioned in the keys under "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Current Version\Explorer\Shell Folders" do not exist. After I created "~/.wine/drive_c/windows/profiles/All Users/Desktop" and "~/.wine/drive_c/windows/profiles/All Users/Start Menu/Programs/Startup", the installation completed without error.
